tslint常用配置

注意tslint已不推荐使用，需要迁移至eslint（typescript-eslint/parser）。ESLint 支持 ECMAScript 和 JavaScript，而 TSLint 仅支持 TypeScript，详情可见：https://github.com/palantir/tslint/issues/4534
